تأكيدًا للإعلان السابق بشأن إنجاز مصرف الرافدين تسوية نحو 87% من ملف المديونية الخارجية وتحقيقه اختراقًا تفاوضيًا كبيرًا مع كبريات الشركات الدائنة الهولندية والفرنسية بموجب قرار مجلس الوزراء رقم (403) لسنة 2025، يعلن المصرف اليوم عن خطوة جديدة تُجسّد التزامه الراسخ بالمصداقية الدولية وترسيخ الثقة بالقطاع المالي العراقي.
فقد تمكن المصرف، عبر فريقه القانوني والدولي، من إغلاق جميع الدعاوى المقامة من الشركات الهولندية أمام محكمة كوراساو بعد التوصل إلى اتفاقيات تسوية قانونية نهائية، حيث تم إيداع عقود التسوية رسميًا في أضابير الدعاوى والإعلان عنها وفق الأطر القضائية الدولية المعتمدة.
وتأتي هذه الخطوة استكمالًا للجهود الحثيثة التي تبذلها الحكومة العراقية والإدارة العامة لمصرف الرافدين في طيّ الالتزامات القديمة وتحصين الموقف القانوني والمالي للعراق أمام المحاكم الدولية، بما يكرّس صورة المصرف كذراع سيادي قادر على حماية مصالح الدولة وإدارة ملفاتها الخارجية بأعلى درجات المهنية والحوكمة.
إن ما تحقق اليوم يُعزّز المسار الاستراتيجي لمصرف الرافدين نحو الإغلاق الكامل لملف المديونية الخارجية، ويرسل رسالة واضحة إلى المجتمع الدولي مفادها أن العراق ماضٍ بثبات في نهج الإصلاح المالي وترسيخ الثقة بسيادته الاقتصادية.

Reaffirming its earlier announcement of having settled nearly 87% of Iraq’s external debt portfolio and achieving a major negotiating breakthrough with leading Dutch and French creditor companies under Cabinet Resolution No. (403) of 2025, Rafidain Bank today announces a new milestone that underscores its commitment to international credibility and to strengthening confidence in Iraq’s financial sector.
Through its legal and international team, the Bank has successfully closed all lawsuits filed by Dutch companies before the Court of Curaçao following the conclusion of final settlement agreements. Copies of these settlement contracts have been formally filed within the case records, and their conclusion has been officially announced in accordance with established judicial procedures.
This achievement builds upon the sustained efforts of the Iraqi government and the Bank’s General Administration to resolve longstanding obligations and fortify Iraq’s financial and legal standing before international courts, thereby affirming Rafidain Bank’s role as a sovereign arm capable of protecting state interests and managing external liabilities with the highest standards of professionalism and governance.
What has been achieved today further advances the Bank’s strategic course toward the full closure of Iraq’s external debt file, sending a clear message to the international community that Iraq is steadfast in pursuing financial reform and reinforcing confidence in its economic sovereignty.
